What is This?

I found this in a thrift store the other day. I would like to know exactly what it is and how to use it properly. It seems to be some kind of cooking device near as I can figure.

Looking down at the top of it

The lid comes off to reveal a basin with a chimney coming through it

The basin can be removed to show this section( I'm thinking its a grate to hold coals)

All the components laid out

If anyone can enlighten me as to what this is and how to use it, I would be so grateful.
